The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of Design Build Project.

The Design-Build project delivery method shall be utilized for the construction of the Spaceport Technology and Reception Center as outlined per New Mexico Administrative Code Section 1.5.7.

Project procurement shall consist of 2 Phases:

In Phase 1, the Agency shall solicit the services of a New Mexico registered professional Architect-Engineer firm through a competitive Request for Qualifications process as outlined in the New Mexico Statutes Annotated 1978 Section 13-1-120. The awarded Architect-Engineer firm shall prepare project procurement documents and shall be retained to provide quality assurance support throughout the duration of the project.

In Phase 2, the project procurement documents package prepared by the Architect- Engineer firm shall be submitted to the New Mexico General Services Division to solicit a New Mexico registered Design-Build team through a competitive Request for Qualifications process.
