Description

This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Teledyne Flir 1001 17th Street, Suite 680, Denver, CO 80202.



The U.S. Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) Office of Secure Transportation (OST) (NA-15) plans to contract for the purchase of additional unmanned aircraft system, accessories, and spares by means of other than full and open competition. OST is responsible for the safe and secure transportation of nuclear weapons (NW), special nuclear materials (SNM), and weapons components/assemblies between production facilities and Department of Defense (DoD) facilities using ground and air modes of transportation.



The nuclear materials and components are entrusted to the custody of the OST Federal Agents (FAs) who are responsible for preventing the theft, sabotage, or takeover of nuclear weapons/materials. In the event that OST shipments should come under adversarial intentions and removed from a Security Protection Level shipment, OST Policy 5.06C “Fresh Pursuit in Emergency Operations” authorizes the FAs to use all necessary means for immediate recovery to include pursuit and the use of deadly force in accordance with the National Security Presidential Memorandum (NSPM) 36.



The government intends to award a sole source contract, firm fixed price (FFP), contract to Teledyne Flir Systems, Inc. for this requirement under the authority of FAR 6.302-1(a)(2). Teledyne Flir Systems, Inc. CAGE code is 4ZCA0 and SAM Unique Entity Identifier is R94BXDU1Y8X4. The NAICS code for this requirement is 334511 and the applicable business size is 1250 employees.



The scope of this effort is designed to procure fifteen (15) SKYRAIDER Mission Kits, including all necessary accessories and spares, with a minimum of three SKYRAIDER Mission Kits per year at each of OST’s Agent Operations Commands. The contract shall include Contract Line Item Numbers (CLIN) for spares and accessories, replacement kits, including SKYRAIDER systems to identify and detect chemical, biological, and radiation, including training and re-current training.



Because the FAs have an affirmative duty to recover the NWs, weapons components/assemblies, and SNMs from unauthorized individuals, the FAs receive extensive initial and continuous specialized training to detect, mitigate, and/or eliminate all threats to cargo and equipment within their protective custody. Given the nature of the OST mission, the FAs must be able to operate tactically in all light and weather conditions. Such scenarios require the use of highly specialized compact equipment and devices which afford the FAs an accurate picture of the operating environment.



The SKYRAIDER becomes a force multiplier as the FAs are able to see, target, and neutralize high value targets during an attack on a convoy or during recapture/recovery mission in real-time resulting in mission effectiveness with reduced risk. Furthermore, due to the expanded capabilities of the SKYRAIDER system, the OST SMEs have determined that it is ideal for OST to possess the full suite of SKYRAIDER systems which offer unparallel capabilities as it pertains to chemical, biological, and radiation detection, including counter UAS capabilities.



This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
