This is for Solicitation Number 75H70123R00026 for the project entitled Dzilth-NA-O-Dith-Hle (DZ) Health Center located in Bloomfield, NM. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

This project will be advertised as a 100% Small Business Set-Aside under North American Industry Classification System (NAICS) Code 238220 – Plumbing, Heating, and Air Conditioning Contractors. The associated size standard for this procurement is $19 million.

SCOPE OF WORK: The purpose of this project is to will upgrade the existing HVAC Equipment for the dental, lab, maintenance, radiology, offices, and various other spaces, this includes the 2 air handling units (SHU) located within the pent house and 2 roof top units (RTU) that will serve the expansion portion of the Clinic. The pent house houses the AHU and supplies and cooling to this area, the area below is heated by VAVs. The current RTUs are R-22 which are obsolete and will need to be replaced with upgraded and with approved refrigerant. To ensure all mechanical equipment is running efficiently, the building automation system is also being upgraded.

LOCATION OF PROJECT: The project is to be performed at the Dzilth-NA-O-Dith-Hle Health Center in Bloomfield, NM.

TERO: TERO fees do not apply.

PERIOD OF PERFORMANCE: The contract Period of Performance is 230 calendar days from date of notice of proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000, in accordance with FAR 36.204.

SITE VISIT: 10 May 2023 at 10:00AM MST. Please refer to Section L.9 for further information.

CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures utilizing Lowest Price Technically Acceptable evaluation criteria.
