The Navajo Area Indian Health Service (NAIHS) Shiprock Service Unit plans to negotiate a single-sourced, firm-fixed-price contract with Central Consolidated School (UEI CXQZVRZCCF41) for consultation. The NAICS code is 611110, with an associated small business size standard of $20.0 million.

The performance period is from July 24, 2023, to June 20, 2024 as the Base Year plus Four (4) option years. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6. However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring. The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."

The vendor is the only school district located within Shiprock Service Unit and has access to the swimming pool at Natatorium for students and IHS patients. The vendor will also develop comprehensive school health education programs. These programs include specific health education curricula, focus programs targeting key areas of morbidity and mortality, and school-based health services

This notice does not request quotations or proposals. Vendors capable of providing the stated services may submit a capability statement. Verbal responses will not be considered. Responses are due by 11:00 am MDT on 07/21/2023.

A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
