THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Leslie Karsten) for receipt by close of business (2 p.m. local Denver time) on May 26, 2023:



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $5 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of road construction projects of equal or greater value and scope to the NM FS 141(1), South Fork Negrito Creek Bridge project in which you performed (as the prime contractor) bridge removal, embankment construction, placement of riprap, placement of roadway aggregate, construction of prefabricate steel bridge, drilled shafts, placement of asphalt concrete pavement, installation of guardrail and terminal sections.   DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.



The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. Project Details: NM FS 141(1) South Fork Negrito Creek Bridge



This project is located in the Gila National Forest in western-central New Mexico. The terrain is rolling and mountainous with elevations ranging up to 7500 ft.



The South Fork Negrito Bridge was constructed in 1959 and is past its design life of 50 years. The deck has areas of delamination, the curbs are 100% delaminated and spalled and the stringers have flexure cracks. The most recent inspection report indicates the structural evaluation of the bridge to be in poor condition. This project replaces this bridge with a similar structure, adds bridge rail, transition and guardrail, and paves approaches 100' on each side of the bridge to keep rocks/debris/soil off the deck and to prevent sediment from entering.



This project consists of replacing an existing bridge structure on Forest Route 141 (MP 24.36) over the South Fork Negrito Creek in Catron County, New Mexico. The existing single-span bridge’s overall length is 40.8-ft and width (out-out) measures 26.4-ft. The existing roadway width is 24.0-ft.

  • 1 (LPSM) of Removal of Existing Structures and Obstructions

  • 1,550 CUYD of Embankment Construction

  • 200 CUYD of Riprap

  • 550 TON of Roadway Aggregate

  • 26-ft x 76-ft of Prefabricated Steel Bridge

  • 142 LNFT of Drilled Shafts, 24-inch diameter

  • 150 TON of Asphalt Pavement

  • 200 LNFT of Guardrail, including terminals

  • 100 hours of Equipment Hours

  • 120 hours of Labor Hours



Additional Information for Notice:




  • Adjacent segments of Forest Route 141 will remain closed during construction and can be used for contractor staging and storage.

  • Access is to both sides of the bridge is possible by detour.

  • Deep foundations (micro-piles or drilled shafts) are anticipated



It is anticipated this project will be advertised in October 2023 and awarded in December 2023. Construction will run from April 2024 thru October 2024.



The estimated price range of the project work is between $2,000,000 and $5,000,000.
