Description

This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Albuquerque Area Indian Health Service. This notice is intended strictly for Market Research to determine if a 100% Set Aside for Small Business Indian Firms or if a 100% Set Aside for Small business concerns can fulfill the requirements set forth in this request for information.



The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (Small Business Indian Firms or Small Business). This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The Albuquerque Area Indian Health Service is conducting a market survey to help determine the availability of the following item/service.



The Albuquerque Area Indian Health Service, Division of Behavioral Health has a requirement for Neuropsychological Assessments and Developmental screenings to be provided to Native

American adults within the Albuquerque Area, including the Albuquerque Area health facilities and Tribal Substance Abuse Treatment Programs.



Scope of work:



The Contractor shall provide neuropsychological screenings and comprehensive evaluations for adult and adolescent Native Americans within the Albuquerque Area IHS.



Referral of patients shall be through the Indian Health Service primary care physician, or behavioral health division. Tribal health care programs may refer patients through proper channels of the Indian Health Service. A release of information (ROI) signed by the patient and outlining requested services is required to accompany a referral for services.



The following tasks shall be provided within the Contractor’s office space, and all supplies and test materials shall be provided by the Contractor.



(1) Neuropsychological Screening – Formal screening measures and informal to mean (e.g., observation, interview, etc.), taking two (2) to four (4) Hours. At a minimum the report will include history, MSE, diagnoses (or potential diagnoses), recommendations, and follow up with the referring provider and patient’s family. Follow up may take place in person, via telephone or televideo. The written report will be submitted to the referring provider (IHS and/or Tribal Health program).



(2) Neuropsychological Comprehensive Evaluation – Eight to twelve hours of formal cognitive, achievement, and neuropsychological measures in conjunction with informal data (e.g., observation, interview, school records, etc.) will be used to provide a comprehensive Neuropsychological Evaluation. The evaluation will include (at a minimum) a complete history, MSE, test results/interpretation, diagnoses, and recommendations. Follow up with the referring provider (IHS and/or Tribal) and patient’s family is required and may take place in person, via telephone or televideo. The written report shall be submitted to the referring provider.



(3) Complete all medical records in a timely manner of care and service provided to the patients.



Client Background:



Some of the patients receiving health care under this contract may only speak a Native American Language, and the contractor should be able to show sensitivity to cross-cultural and languages differences, and have the ability to work through interpreters as necessary for non-English speaking patients. Consideration should be given to potentially limited transportation and home environment facilities for some patients.

Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.sam.gov at a later date, and all interested parties must respond to the solicitation announcement separately from the responses to this announcement in order to be considered.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is appropriate.

In compliance with the Office of Management and Budget (OMB) M-15-19 memorandum “Improving Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing” directing Federal agencies to adopt electronic invoicing as the primary means to disburse payment to vendors. Invoices submitted under any award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payment Requests”



IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service, in partnership with the Federal Reserve Bank of St. Louis (FRSTL). Respondents to this solicitation are encouraged to register an account with IPP if they have not already done so. If your organization is already registered to use IPP, you will not be required to re-register- however, we encourage you make sure your organization and designated IPP user accounts are valid and up to date.

Responses to this notice should include company name, address, point of contact, DUNS number, size of business pursuant to North American Industrial Classification System (NAICS) and must respond to the following questions:




  1. Is your business a Small Business Indian Firm? Is your firm a Veteran Owned small business? Certified Service-Disabled Veteran Owned? Is your firm a woman-owned or operated business? Is your business a small business?



Interested businesses are required to submit a Statement of Capabilities (SOC) demonstrating:




  1. Ability to manage the services, description of past performance on previous contracts, dollar value of each contract, number of employees for each, the types and range of skills of employees for each, and point of contact and telephone number of the contracting activity for each contract.

  2. A capability statement, including summary of relevant performance history (with points of contact and applicable telephone numbers, FAX numbers, addresses and email addresses, if available) within the past three years.
