The Navajo Area Indian Health Service, Shiprock Service Unit, Dizith-Na-O-Dith-Hle Health Center in Bloomfield, NM intends to award a noncompetitive sole sourced purchase order to the Alko Enterprises, Inc., an Indian Small Business Enterprise Entity (ISBEE) for the purchase of a Digital Radiographic System powered by Helix ™ 2.2 advance imaging processing and manufactured by GE (General Electric).

The equipment listed herein has been determined to be the most compatible unit to existing systems, software, and equipment. The compatibility to existing equipment is essential to structure of building and room. By obtaining a different manufactured equipment will only incur additional costs by having to procure additional systems, software, and equipment to ensure the one hundred percent functionality of the said equipment. In addition, the said manufacture has qualified and certified technicians within a 30 miles radius of the facility in the event repair is needed for said equipment. This allows a timely response to ensure continuity of patient care.

Authority cited 41 U.S.C. 3304 (a)(1), FAR Part 6.302-1 Only one responsible source and no other vendor will satisfy agency requirements at the level or quality required because the services are unique and highly specialized. The equipment is compatible to existing equipment and software, and current manufacture has reliable nearby certified technicians to assist when needed to ensure continuity of patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by September 20, 3:00PM MDT, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be posted publicly in the SAM.gov website. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
