THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. This is for planning purposes only.



Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response.



1. INTRODUCTION: This is the initial step in the planning process for a non-personal service to update the Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC) with Outside Plant telecommunications infrastructure information for the West Side and 150th Guard area of Kirtland AFB, NM. The Contractor will accomplish this work by collecting and recording the location of outside plant features using Global Positioning System (GPS) surveys; by entering and inspecting manholes (MH), handholes (HH), pedestals, and building entry terminals; and by tagging cables at these enclosures and entering enclosure attributes and cable data into the CVC. The Contractor shall audit each entire container (MH, HH, pedestal, pull box, etc.) and provide the appropriate As-Build drawings. The Contractor will rack and label any cables with due diligence while cleaning out any debris as necessary. Contractor shall also note and report any/all of the following defects to the assigned project manager; manhole lids/necks (loose, broken, cracked, not seated securely) duct entrance (leaking water, collapsed opening), manhole (any structural damage).



The 377 MSG/PKA at Kirtland AFB seeks sources with the capability and interest to perform this requirement IAW Attachment 1 Performance Work Statement dated 18 May 2023. The attached draft PWS provides details regarding the services required for this acquisition, but is subject to change upon final release of the solicitation for this acquisition



NAICS code is anticipated to be 238210 – Electrical Contractors and Other Wiring Installation Contractors, size standard $19 million. Respondents may suggest a different NAICS code as applicable to their small business.



2. INSTRUCTIONS: All businesses capable of demonstrating the ability to meet the requirements of the PWS are invited to respond electronically.



Responses shall include company name, address, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, HUBZone, or large business) using NAICS 238210, size standard $19 million. If another NAICS code is suggested, please include which and why. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.



Statement of capabilities are limited to 5 pages, using Times New Roman 12 Font. At a minimum, the statement of capabilities should:




  • Describe the company’s ability to address the tasks described in the PWS to include past performance of same or similar type work.

  • Describe how the company complies with any limitations on subcontracting that apply to its business type

  • Include any questions or feedback the company has about the PWS
