Description

This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 377th Mission Support Group Contracting Division (377 MSG/PK) intends to issue solicitation FA940123R0005. This announcement serves as the advance notice for this requirement. Responses to this synopsis are not required.



Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this pre-solicitation/solicitation until funds are available. The Government reserves the right to cancel this notice, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.



1. DESCRIPTION:



The 377 MSG/PKC anticipates solicitation of a Design-Build construction requirement to support the 377 MSG/CE mission at Kirtland AFB, New Mexico.



The project involves obliterating existing painted stripes, tape applied stripes, arrows, letters, numbers, and restriping for C -130 aircraft parking and flight line striping. The Contractor will complete pavement repainting to include striping, letters and numbers in colors as required by UFC 3-260-04, Airfield and Heliport Marking, for the designated parking spaces. New mooring points and mattress tie-downs shall be fabricated and/or procured and installed. All loose or flaking paint will be removed from the pavements and there will be additional painting of AGE wheel blocks, mooring points, grounding points with special highlights and existing points that remain and are not demolished. Due to this work occurring across the extents of an active airfield apron, work shall be subdivided into phases as described in the Statement of Work (SOW). All work shall be in strict compliance with all applicable codes as adopted and modified by the State of New Mexico, Department of Defense, current NFPA, NEC, IMC, IPC, applicable UFC’s, AFI’s and all local building codes and ordinances. Governing code is the current IBC. The contractor shall provide all labor, materials and equipment as required for this project.



377 MSG/PKC anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 237310 – Highway, Street, and Bridge Construction, size standard $45 million. PSC is anticipated to be Z2BD.



The Place of Performance is Kirtland Air Force Base, New Mexico. The estimated Period of Performance (POP) for requirement is 268 days. In accordance with (IAW) FAR 36.204(e) the magnitude of construction for this requirement is estimated to be between $500,000 and $1,000,000.



The Government intends to solicit utilizing Lowest Price Technically Acceptable (LPTA) procedures that will result in award of a Firm-Fixed Price contract.



The solicitation is anticipated to be issued as a 100% Total Small Business Set-Aside for Women-Owned Small Business Concerns IAW FAR 19.15 through the Governmentwide Point of Entry (GPE) (www.SAM.gov) on or about 8 June 2023 with a 30-day response time (offers due 30 days after issuing).



The solicitation package will include additional details for the site visit to be held within the week of 12-16 June 2023. The site visit is strongly encouraged. Please note, Kirtland AFB is not an open base and attendees must have a valid ID or Contractor Pass to access the base.



At this time, 377 MSG/PKC seeks the following information from potential offerors:




  1. If your company is interested in this effort and will be attending the Site Visit - please submit the contact information of up to three (3) attendees on behalf of your Company. For attendees that will need base access for the site visit, please submit the names, and contact information of the representatives wishing to attend so that we can create an Entry Authority List (EAL). Please limit the number of attendees to three (3) per organization. Please include the representative’s name as it appears on their driver’s license (exactly), and their driver’s license number and full date of birth. For 100% accuracy, you can scan/email us a picture of the individual’s Real ID to ensure the representative can attend the Site Visit.





This solicitation, attachments and amendments, will be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Plans and specifications will not be provided in hard paper copy.

The 377 MSG/PKC will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.
