THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS

This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition will sole source to Johnson Controls Inc for alarm, signal, and security detection system. The location of the Gallup Regional Supply Service Center is in Gallup, NM, which is considered a rural area. The Governments requirements include that the equipment is leased and under a contract, service/repairs must be performed by authorized representatives, the use of off-the-shelf components or replacements parts is not be used to avoid compatibility issues, and any replacement parts must be acquired by authorized dealers, provide 7 days a week, 24 hours a day, surveillance of GRSSC facilities with the capability of notifying and dispatching Supervisors and Law Enforcement of an intrusion of the building, provide Inspections, maintenance, service and support of the alarm and security system. In addition, provide alarm verification to reduce or eliminate false alarms. The equipment must be leased and under contract. Service and repairs must be performed by authorized representatives and the use of off-the-shelf components or replacement parts are not possible due to avoid compatibility issues as the system equipment and software are proprietary. Any replacement parts must be acquired by authorized dealers. Whenever alarm systems are set off, the vendor must quickly notify the Supervisors and Law Enforcement. The service and equipment are currently installed and in use.

The North American Industry Classification (NAICS) code for this acquisition is 561621 Security Systems Services (except locksmiths) $22.00. Johnson Controls Inc., is a Federal Supply Schedule (FSS) vendor.

THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. A determination not to compete this requirement is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of respondent and will not be reimbursed by the Government.
