(a) AMS clauses 3.2.2.3-42, Differing Site Conditions, and 3.2.2.3-43, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded under this SIR. Accordingly, FAA urges and expects offerors to inspect the site where the work will be performed.

(b) A site visit has been scheduled for March 16, 2023 at 0900 local time at the address below. You must provide the POC below with a completed CBP Vetting Form attached by 3/9/2023 if you wish to attend. Failure to complete the CBP Vetting Form for each person attending will result in that person being denied access to the site.

If you previously submitted the Contractor Vetting Form please complete the new CBP Vetting Form as the form has different information that is required by CBP.

The Federal Aviation Administration (FAA) has a requirement for electrical power modification / installation services at the Santa Teresa, NM port of entry in support of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS) as found in the attached Statement of Work (SOW).

An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before March 3, 2023 that can be determined fully responsive and responsible.

SOLICITATION

This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award.

Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA.

This solicitation has been set-aside for Small Businesses.

SITE VISIT

A site visit is not currently scheduled; however, if interested offerors wish to attend a pre-bid site visit, please notify the following POC for scheduling by February 22, 2023 at 1600 CDT: Christopher Ekadis at Christopher.Ekadis@faa.gov. If a site visit is scheduled, it may, or may not, result in the arrangement of an event that will be publicly posted on this announcement. Interested offerors are encouraged to monitor this announcement regularly during the solicitation period for such announcements.

QUESTIONS

All questions regarding the project/specifications/plans must be received in writing via email to Stephen.N.Branch@faa.gov no later than February 24, 2023 at 1600 CDT to allow for responses to be provided prior to due date for receipt of proposals. Submit at least 2 but not more than 3 Organizational Experience Forms. All projects submitted must be relevant to the work to be performed under this contract, must be underway or completed within the last 3 years, and must be valued at over $50,000.00.

EVALUATION FACTORS

Evaluation factors and basis for award are found in Section M on page 52 of the solicitation document.

AWARD DECISION

The FAA intends to award a contract to the lowest price offeror determined to be eligible for award.

The FAA reserves the right to cancel this requirement at any time and without notice.

OFFER DUE DATE

All responses to this solicitation for quotes must be received by email to Stephen.n.branch@faa.gov on or before Friday March 3, 2023 at 1600 (4:00 PM) Central Time. Extensions to this due date are not likely to occur.
