THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. This is for planning purposes only.



Any information submitted by respondents to this Source Sought Notice is voluntary. The United States Air Force (USAF) does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response.



1. INTRODUCTION: This is the initial step in the planning process for a Build effort requiring the completion of project to replace two 12,470v to 480v transformers and install a 200A panelboard located in Building 27497 on Kirtland Air Force Base (KAFB).



The 377 MSG/PKC at Kirtland Air Force Base (KAFB) seeks sources that have the knowledge and capability to obliterate existing apron lines and restripe the same apron within USAF standards. Vendor will also need technical acumen to replace the two current transformers like for like and associated equipment and wiring as necessary to reconnect to and from existing equipment and power. Specific detail, standards, specifications, and magnitude to be determined if a solicitation is posted at a later date.



The 377 MSG/PKC anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. The NAICS code is anticipated to be 238210, size standard $19M.



This Sources Sought seeks vendors capable of completing a Build contract in support of this effort.



2. INSTRUCTIONS:



Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small, disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 238210, size standard $19M. The USAF reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.



Statement of Capabilities are limited to 3 pages, and should demonstrate capability to provide capacity, knowledge, and experience. Please provide Points of Contact (POC’s) and contract numbers of previous work associated with electrical contracting that demonstrate experience. If standard industry pricing is available, please include it with your response.



Responses must be received no later than 3 May 2024 at 5:00pm Mountain Daylight Time (MDT), and addressed to the Contracting Specialist, Ms. Emily Cobalt, at emily.cobalt@us.af.mil and the Contracting Officer, SSgt Alexander Ramsower, at alexander.ramsower@us.af.mil.
