The proposed procurement is an Unrestricted, open to both large and small businesses, Lowest Price Technically Acceptable (LPTA) Request For Proposal (RFP). NAICS is 236220, with a size standard of $39,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 8 Dec 2022, with proposals due on or about 17 Jan 2023. THE PROJECT includes reinforced concrete foundation, masonry walls, metal prefabricated insulated construction, standing seam metal roof, utilities, HVAC, fire detection/protection, air ventilation/exhaust, large roll-up door entrances, pavements, access road, office space, restroom/shower facilities, kitchen area, site improvements, landscaping and all necessary supporting work for a complete useable facility.

THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
