THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The 377th Security Forces Group (SFG), at Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-20-F-0087 which expires on 29 March 2023. The bridge contract will consist of a one (1) year basic period of performance.
The purpose of this Bridge Contract Action is to allow more time for the requirement to be developed and for relevant information to be collected about the components of the security system (e.g. specific locations of all pieces of equipment, which is essential for contractors to be able to estimate workload) so that the contract can be competed on the follow-on, while also minimizing any break in service. The contractor must be a certified Gold Axis Partner, exacqVision partner, ClearVision partner, and have personnel trained in fiber optic termination and ODTR testing. The incumbent contractor is found to have the greatest capability to fulfill the requirement while minimizing any break in service due to its knowledge of the system and the lowest risk for failure or interruption.
There is only one (1) contractor (Inter Pacific, Inc) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs. Anticipated contract award is on or about 28 March 2023. The PSC is J063. The NAICS is 561621 and the size standard is $25 Million.
Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor, and that they meet all certification and partnership requirements listed above. Documentation submitted shall not exceed 5 pages and shall be submitted electronically.
