This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

The Department of Energy (DOE) National Nuclear Security Administration (NNSA) intends to award a Firm Fixed Price contract to CSI Aviation Services, on a sole source basis for Air Charter Emergency Services (ACES).

NNSA requires ACES to augment the NNSA Office of Secure Transportation (OST) aircraft fleet by providing local (Albuquerque, NM), large body cargo, and nonscheduled passenger charter services on an emergency basis.

This acquisition is being conducted using combined Federal Acquisition Regulation (FAR) Part 12 & 13 procedures. Additionally, CSI Aviation Services is a Service Disable Veteran-Owned Business and FAR 6.302-5(b)(6) permits contracting without providing for full and open competition.

Additionally, under FAR 13.106-1(b)(1), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.

Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
