Description

Cannon Air Force Base (CAFB), New Mexico is publicizing this SOURCES SOUGHT notice to gather industry information with respect to a five (5) year Multiple Award Basic Ordering Agreement for Construction Services at CAFB.



No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered proposals, nor will any award be made as a result of this SOURCES SOUGHT.



The Government will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings will be made available only on the Contract Opportunities website (https://beta.sam.gov/). Interested parties are solely responsible for monitoring the aforementioned website for release of a solicitation package and/or any updates and/or amendments.



The Government is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein.



Multiple Award Basic Order Agreement for Construction Services at Cannon AFB



The following NAICS Code applies to this SOURCES SOUGHT: 236210 (Industrial Building Construction). The size standard for this NAICS code is $45,000,000.00.



The Multiple Award Basic Order Agreement (BOA) is a written agreement between CAFB Contracting and a contractor who would be required to accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property at Cannon AFB. Work performed under this agreement will be complex in nature, require multiple construction trades, and may require detailed engineering design performed by licensed/registered Engineers and Architects.



The primary goal of the BOA is to expedite order award by reducing CAFB design work and acquisition lead time.



The proposed agreement would consist of projects that would fall within one of the following categories: 1) Design-Build; 2) Partial Design-Build; or, 3) Construction Only. Classification would be defined in each Task Order Proposal Request (TOPR) for each individual project.



As projects are identified, CAFB Contracting would issue a TOPR that will describe the Government’s requirements for each project. At the conclusion of the TOPR process, projects will be awarded as Orders against the Basic Order Agreement.



Should a future requirement evolve from this SOURCES SOUGHT, it is anticipated that multiple agreements could be awarded for an ordering period of five (5) years. Task Orders issued against the Basic Ordering Agreement are anticipated to range between $2,000.00 to $10,000,000.00. The overall program value is still under consideration; however, at this point the magnitude of construction is over $10,000,000.00 for the five (5) year ordering period.

Capability Statement



Your capability statement should be limited to three (3) pages. At a minimum, your capability statement should include skills, experience, and knowledge required to perform the type of work described above. Please include the following:



1. Company name, address, point of contact, telephone number, email address, CAGE code and UEID number from SAM.



2. Company’s business size and/or socioeconomic status (i.e., Large Business, Small Business, Emerging Small Business, SBA Certified 8a Program Participant, SBA Certified HUB Zone Firm, Small Disadvantaged Business, Service-Disabled Veteran Owned Business, Veteran Owned Business, Women-Owned Small Business, Economically Disadvantaged Women-Owned Small Business).



3. Company’s Bonding Capacity: single award capacity and an aggregate bonding capacity.



4. If you are a small business, would you consider submitting a proposal as a prime contractor?



5. What is the minimum and maximum dollar value amount your firm would consider submitting for a project?



6. What are the most critical criteria that would distinguish your company’s capabilities from another company? Explain.



7. Do you have any other comments or suggestions you would like to share with us?
