The Subcontractor shall perform preconstruction and construction services to support the design and future construction of a new Power Source Capability (PSC) facility. The preconstruction phase will be referred to as the base scope and will consist of activities such as performing constructability reviews, providing estimating services, developing construction execution plans, developing a baseline schedule, and developing key deliverables necessary to support potential future construction activities. The construction phase(s) are expected to consist of both a site preparation phase (e.g., removing existing vegetation, installing erosion control, establishing temporary utilities, preparing for temporary facilities, etc.) and a facility construction phase (e.g., all aspects of construction, including management of the Subcontractor's lower-tier subcontractors). The construction phase(s) described above will be included as unpriced options that may be exercised at a future date. The project delivery methodology described above is similar to a Construction Manager At-Risk (CMAR) or Early Contractor Involvement (ECI) arrangement.
The proposed PSC facility will be a new, Leadership in Energy and Environmental Design (LEED) Gold Certified, Guiding Principles Certified, Net Zero Emissions (Executive Order 14057) facility where Power Sources personnel and equipment will consolidate operations. The proposed site for the PSC Facility is located at Sandia National Laboratories, Technical Area (TA)-2 on Kirtland Air Force Base in Albuquerque, New Mexico.
The estimated number of personnel occupying the facility will vary between 160 and 200 people, depending on the activities performed. The PSC facility shall consist of approximately 135,000 (+/- 10%) gross square feet of offices, laboratories, and support areas.
The following schedule is anticipated for this project:
Base Scope - Preconstruction Services Phase: Q4FY2023 - Q4FY2025
Optional Scope #1 - Site Preparation Phase: Q2FY2024 - Q1FY2025
Optional Scope #2 - Facility Construction Phase: Q1FY2026 - Q2FY2028
Note: Quarters are based on a Fiscal Year which runs 10/1-9/30
