Description

This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted.



This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Trailer Technologies Holdings LLC 48282 Frank St Wixom MI 48393.



The U.S. Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) Office of Secure Transportation (OST) (NA-15) plans to contract for the order and build of two new Logistics Support Trailers (LST) by means of other than full and open competition. OST is responsible for the safe and secure transportation of nuclear weapons (NW), special nuclear materials (SNM), and weapons components/assemblies between production facilities and Department of Defense (DoD) facilities using ground and air modes of transportation. The nuclear materials and components are entrusted to the custody of the OST Federal Agents (FAs) who are responsible for preventing the theft, sabotage, or takeover of nuclear weapons/materials.



FAs perform extensive training at their base locations and at remote temporary satellite training areas around the country. These training sites requires specialized vehicles for the transport and remote secure storage of firearms and training support equipment in accordance with DOE/NNSA Security regulations. OST currently has a fleet of eight “Logistics Support Trailers” (LSTs) that are utilized for this purpose. These LSTs are similar in appearance and functionality to motorsport (NASCAR, NHRA, etc.) pit-crew maintenance trailers in that they are 53 foot long trailers containing equipment and supplies storage areas and workbenches/work areas for training support staff.



The government intends to award a sole source contract, firm fixed price (FFP), contract to Trailer Technologies Holdings LLC for this requirement under the authority of FAR 6.302-1(a)(2). Trailer Technologies Holdings LLC CAGE code is 1TRW9 and SAM Unique Entity Identifier is MRL5THCF63V5. The NAICS code for this requirement is 336212 and the applicable business size is 1000 employees.



OST is initiating the order and build of two new LSTs. These include an armory LST trailer configured with secure firearms storage vaults, armorer work benches, a firearms issue/retrieval window allowing OST FAs to approach the trailer from the outside and be issued/return their firearm from/to an armorer working inside the secure trailer, and an Intrusion Detection System (IDS) alarm system. The other LST sought in this purchase will be used by the OST MILES and automated target systems technicians. This LST will be outfitted with ample equipment storage space, numerous spare parts bins, technician workbenches, and a robust electrical system that supports the simultaneous charging of multiple banks of rechargeable batteries that are required to power OST’s MILES and target systems.



Trailer Technologies Holdings LLC was the only manufacturer found during market research to offer steel frame, vice aluminum construction. This design and construction lends itself to easier future technology refreshes and trailer remodels. OST has experienced issues in the past with redesign and technology upgrades in its aluminum-based trailers as seemingly simple generator and A/C replacements have required the return of LST to their point of manufacturing and required significant electrical and air ductwork rework within.



Trailer Technologies Holdings LLC was also the only custom trailer manufacturer touting multiple authorized service centers across the country. In fact, Trailer Technologies Holdings LLC has 100+ authorized service centers in the continental United States. Other manufacturers require the return to trailers back to their manufacturing center for service and maintenance.



This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
