Description

This requirement will provide essential local area Telecommunication Services (TS) and features supporting Cannon AFB, NM IAW the PWS. Site specific equipment connectivity requirements are identified in Appendix 1 of the PWS, along with required features. This LTS will support the installation 24 hours a day/seven days a week/365 days a year (24/7/365).



The Government has no expectation for SIP trunking support at this time.



The Government will not be accepting partial bids to exclude the following services: Voice, 2-Wire, E&M Sig, Loop Start circuits and the Data 4-wire (Low Speed Data) Circuit. These circuits are controlled by the FAA, and they are not expecting to have the IP (Fiber or ethernet) capable/compatible equipment available or installed at Cannon AFB until FY27, at the earliest.



The Government has a phone system in place to support PRI’s and is configured as we need it.



The numbers will port to Plateau, and the system will continue to function as it does now.



The Government has our own technicians to manage the on-base phone system.



The Government is seeking a capacity of 96 (one being the D Channel Quality Control) for concurrent calls. This is described in the PWS para 5.4.3.



The PRIs will not need the capability to make long distance calls as they are handled through a separate circuit through DISA.

No as this is a 100% Small Business Set Aside.

No. The Government does not know if they plan to re-compete.

Is there vendor available connectivity between buildings?

  • What separate connectivity are they seeking between which buildings?

  • If it regarding the connectivity between Bldg. 10 and Bldg. 777 as mentioned in paragraph 5.1 of Appendix 1, then yes, there is connectivity between these two buildings.

  • If there are other building(s) connectivity requirements the potential vendors require, the Government will need to know those specific buildings to verify if there is a viable connection/path.



Question #5



For dialing requirements, is there a need for local area dialing, or are calls routed from extension to extension on-base?

  • Local area dialing is required to route calls originating on-base destined for an off-base number or vise versa. Example: using your work phone to call a cell phone.

  • An on-base to on-base call does not leave the base network and are routed internally. Example: calling Contracting Sq from Comm. Sq. via VoIP.

  • For the Base Period (Nov 2022- Nov 20230, why is the quality "9" and not "12" like the option years? The period of performance is for 12 months, so are we only pricing for 9 months?

The Government extended the current contract by 3 months to re-solicit this requirement. Therefore, there will only be 9 months for the base year.



Question #7



Within the Combined Synopsis document, the pricing schedule breaks down how we should submit the pricing. However, the Instructions to offerors state the following: A breakdown shall be provided which shows the skill mix, labor categories, labor rates and position descriptions. Information shall be segregated by the performance periods, individual performance locations, and the total price for each CLIN as specified in the RFQ. Information shall also show the consolidated total price for performance.




  • Do we need to show the skill mix, labor categories, labor rates etc... for ALL employees that will be on this project?

No. The skill mix, labor categories, labor rates, etc., are not necessary. When completing the Price Schedule noted in the RFQ, only the lump sum monthly unit price is necessary.

  • If so, should this information be included with the pricing excel sheet? Can you provide an example of how this should be formatted so that all of this information can be included?

The information has been deemed unnecessary.

The Instructions to Offerors state that the Technical Plan consists of 2 (two) factors: 1 - A quality Control Plan and 2- Past Performance



Within the PWS document (Section 4) it states that both Interconnection Agreements and Installation and Cutover Plans are REQUIRED. However, there is no mention of them within the Instructions to Offerors.



I am assuming the requirements listed in Section 4 (of the PWS) would be categorized as a Technical component of the overall proposal.




  • Are these documents (Interconnection Agreements and Installation and Cutover Plans) truly a requirement?

FAR 52.212-1, Instructions to Offerors-Commercial Items (Addendum) paragraph 2 states “The quote submitted in response to this RFQ MUST be in compliance with the terms and conditions stated in the RFQ and attachments, and the Performance Work Statement (PWS)”. The Interconnection Agreement and Installation and Cutover Plans are covered in the PWS Section 4.3.

The addendum is not included in the technical quote and no page limitations apply to this submittal”.

  • How many actual phone lines is preferred. - Must have all lines/numbers indicated under PWS para 4.3.1.d & para 5.3.1

  • What is estimated number of employees/users. - Approx. 6500 users.




  • Is there a preferred make and model of phones - N/A, no phone distribution required through this contract.




  • Would the government rent of by the phone during the contract duration. - N/A, no phone rental required through this contract.

  • Porting number or generating new numbers. - Must port all numbers indicated under PWS para 4.3.1.d & para 5.3.1. See para 5.4.3 for current PRI trunks and para 5.6 for current Transport Channels.
